Throughout Pennsylvania, John Barley is known as a melder of public policy, an 18-year legislator who served in the House Republican leadership and as Appropriations Committee chair. Barley was a chief architect of multi-billion dollar state budgets, and his imprimatur is on dozens of the most important policy initiatives of the last two decades. 

Barley founded Star Rock Farm, now the largest diversified production operation in the Commonwealth.  While still in his 30s, he was named one of Pennsylvania’s Master Farmers.  Today, his expertise in estate planning and management is frequently called upon to help facilitate transfers between generations and enterprises. 

A community advocate, Barley served on the board of the Lancaster Chamber of Commerce and as a member on the advisory board of Mellon Bank in the Agri-Loan division.  His business acumen assists diverse clients develop forward-thinking financial plans.

Recognized by the PennAg Industries Association for his outstanding lifetime of service to agriculture and agribusiness, he appears frequently on the Pennsylvania Cable Network, discussing politics and a vast array of public policy issues.  He also has been a monthly contributor to Pennsylvania Farmer magazine and writes for the Pennsylvania Grange’s monthly newsletter, The Advocate.
